Seoul passes ordinances to support World Youth Day 2027, enabling logistics, infrastructure, and coordination for millions of attendees.

 

Newsroom (29/06/2026 Gaudium Press ) Seoul has taken a decisive step toward hosting one of the world’s largest Catholic gatherings, as city lawmakers approved two critical ordinances establishing an official support framework for World Youth Day (WYD) 2027.

The Seoul Metropolitan Council passed both the “Seoul Metropolitan Government Ordinance on Support for the 41st Seoul World Youth Day 2027” and the corresponding ordinance from the Seoul Metropolitan Office of Education during a plenary session on June 24. The measures formalize administrative and institutional backing for the international event, which is expected to attract millions of participants from around the globe.

The government support ordinance passed with a vote of 47–4, alongside eight abstentions from 59 members present. The education office ordinance secured approval with a 48–6 tally and seven abstentions among 61 members. Together, the ordinances enable Seoul’s municipal government and education authorities to coordinate preparations under a unified and legally supported structure.

A Framework for Large-Scale Coordination

The newly adopted ordinances lay the groundwork for extensive logistical planning. They mandate support across critical sectors including accommodation, transportation, food services, safety, sanitation, and medical care. They also cover volunteer management, cultural programming, tourism initiatives, and coordination among government agencies.

A key feature of the framework is the use of school facilities to help house attendees. Government officials indicated that gymnasiums and other school spaces will be made available to accommodate the large influx of visitors anticipated during the event.

The ordinances also call for the formation of a support consultative body involving central government ministries, the Seoul Metropolitan Office of Education, local district governments, and the WYD organizing committee. This collaborative structure is intended to streamline communication and decision-making across multiple layers of governance.

Institutional Backing and Administrative Responsibilities

Under the Seoul Metropolitan Government ordinance, the mayor is required to develop and implement a comprehensive support plan. This includes establishing a dedicated support group, overseeing the installation and use of event-related facilities, and ensuring proper safety management and disaster prevention measures.

Operational support will extend to transportation systems, accommodation logistics, catering arrangements, and medical services. Authorities will also focus on environmental cleanup, crowd control, and maintaining public order throughout the event.

The ordinance further promotes volunteer engagement through recruitment, training, and structured participation programs. Cultural and promotional initiatives are also expected to play a prominent role in broadening youth involvement and enhancing Seoul’s global visibility.

To ensure coordinated execution, a dedicated support team will be assembled from relevant city departments, public corporations, and affiliated institutions. This team will work across multiple sectors, including infrastructure, public health, transportation, tourism, and administrative support.

Education Sector Participation

The ordinance approved by the Seoul Metropolitan Office of Education emphasizes the role of schools in supporting WYD 2027. Beyond providing facilities for accommodation, the education authority will collaborate on educational and cultural initiatives tied to the event.

This partnership reflects the broader strategy of integrating local communities into event preparations, ensuring both logistical efficiency and community engagement.

National and International Collaboration

The ordinances build on earlier legislative support at the national level. South Korea’s National Assembly previously passed the Act on Support for International Cultural Events, further reinforcing the country’s commitment to hosting WYD.

Officials from both government and Church organizations have emphasized the need for close coordination among multiple stakeholders, including national ministries, local authorities, and the Catholic Church. Autonomous district governments will also play a role in implementing localized plans.

Father Joseph Lee Young-je, planning director of the WYD local organizing committee, described the ordinances as essential to the event’s success.

“The two ordinances passed by the Seoul Metropolitan Council provide essential legal and administrative foundations for the successful hosting of Seoul WYD,” he said, expressing hope for active cooperation across all levels of government.

Looking Ahead to 2027

World Youth Day 2027 is scheduled to take place from August 3 to 8, with Pope Leo XIV expected to attend. Media reports suggest the event could draw up to 2 million participants from approximately 190 countries, underscoring the scale and complexity of the event.

As preparations advance, detailed implementation plans are expected to address key operational challenges, including housing and meal distribution, traffic and crowd management, extreme weather response, and emergency medical services.

With the ordinances now in place, Seoul has established a robust institutional foundation to support what promises to be one of the largest international gatherings in the city’s history.
