Andorra and the Vatican continue talks on abortion decriminalization as leaders seek solutions compatible with the Co-Principality.

Prime Minister Xavier Espot and Minister of Institutional Relations Ladislau Baró traveled to the Vatican on Wednesday for a meeting with Cardinal Pietro Parolin, the Holy See’s Secretary of State, according to La Veu Lliure. The encounter represents the latest stage in an ongoing dialogue between Andorran authorities and the Vatican as both sides seek a path forward on a matter that places the government’s legislative agenda in direct tension with Catholic teaching and the role of the Bishop of Urgell as co-prince of Andorra.
A Constitutional Question as Well as a Moral One
The discussions are taking place within the distinctive framework of Andorra’s Co-Principality, the centuries-old constitutional arrangement under which the country shares its head of state between two co-princes: the Bishop of Urgell in Spain and the President of the French Republic.
This structure makes the abortion debate far more complex than a conventional legislative dispute. Any change in the legal treatment of abortion carries implications not only for public policy but also for the position of the episcopal co-prince, whose status as a Catholic bishop places him in a role that appears difficult to reconcile with the promulgation of legislation permitting the termination of unborn human life.
It is precisely this constitutional and institutional dilemma that Andorran authorities and Vatican officials are attempting to address through ongoing negotiations.
Before departing for Rome, the Andorran executive reportedly informed the episcopal co-prince about both the planned meeting and the progress of efforts undertaken thus far.
Legal Options Remain Under Examination
According to reports, representatives from both sides reviewed various legal proposals developed by the Andorran government. While no details regarding these options have been made public, the delegations reportedly agreed on the importance of continuing to examine the existing proposals.
The government reiterated its commitment to maintaining dialogue with the Holy See in the months ahead, emphasizing a willingness to pursue discussions despite the complexity of the issue.
Both delegations also expressed satisfaction with what has been described as a climate of trust and discretion surrounding the talks. Such an approach reflects the sensitivity of a matter involving legal, constitutional, social, and religious dimensions that extend far beyond ordinary political debate.
Cardinal Parolin’s position following the latest meeting has not been publicly disclosed. Nevertheless, the Holy See’s opposition to abortion remains well established through longstanding Catholic doctrine defending the sanctity of human life from conception.
Government Continues to Pursue Reform
Despite the Vatican’s opposition, the Andorran government has maintained its commitment to advancing the decriminalization of abortion.
Officials insist that any eventual reform must remain compatible with Andorra’s constitutional order and preserve the institutional equilibrium of the Co-Principality. The government’s stated objective is not to alter the country’s constitutional foundations but rather to find a legal mechanism that would enable the expansion of what it describes as women’s rights.
Government spokesperson Guillem Casal acknowledged that recent statements by Pope Leo XIV defending human life were entirely consistent with Catholic teaching and therefore came as no surprise to the executive.
At the same time, Casal emphasized that the government remains focused on identifying a solution that would allow movement on abortion policy while safeguarding the country’s constitutional framework.
The administration has been working on amendments to the Penal Code since the beginning of the current legislative term. However, no bill has yet been placed on the parliamentary agenda for debate.
Invitation to Pope Leo XIV
During his visit to the Vatican, Prime Minister Espot also extended an invitation to Pope Leo XIV to visit Andorra.
The invitation comes as relations between the Principality and the Holy See continue to be shaped by the difficult dialogue surrounding abortion. While no announcement has been made regarding a papal visit, the gesture underscores the government’s desire to maintain constructive relations with the Vatican even amid significant disagreement on public policy.
An Unresolved Challenge
For now, the central question remains unanswered: how can Andorra reconcile efforts to decriminalize abortion with a constitutional system that includes a Catholic bishop as one of its heads of state?
The talks between the Andorran government and the Holy See indicate that both sides remain committed to seeking a solution through dialogue rather than confrontation. Yet the underlying tension remains substantial. Catholic doctrine’s defense of unborn life stands in clear contrast to proposals aimed at easing criminal penalties for abortion, while the constitutional role of the Bishop of Urgell adds a distinctive institutional dimension rarely encountered elsewhere in Europe.
As discussions continue behind closed doors, neither the Vatican nor the Andorran government has revealed which legal mechanisms are under serious consideration.
